Dr. Cherie Horner

Dr. Cherie Horner became Superintendent of Kenowa Hills Public Schools in 2026, bringing over a decade of dedicated service within the district and more than two decades of administrative experience in public education. Prior to her appointment as Superintendent, Dr. Horner served as the district’s Director of Human Resources and Title IX Coordinator, overseeing central office operations, labor relations, legal compliance, and staff development. Her deep connection to the community was established during her 11-year tenure as principal of Central Elementary School.

A recognized practitioner of high-impact leadership, Dr. Horner’s work in talent development and collaborative culture is featured in the educational leadership book The Multiplier Effect: Tapping the Genius Inside Our Schools. She has also presented alongside national educational researchers on school turnaround strategies, leadership design, and sustainable systems change. Her doctoral research at the University of Illinois Chicago—where she earned her Doctorate of Education (Ed.D.) in 2015—analyzed her leadership at Robert Fulton Elementary in Chicago Public Schools, focusing on the strategic frameworks that drove significant achievement gains in a designated turnaround school. Prior to leading Robert Fulton, she served as assistant principal and teacher at Scott Joplin Elementary and assistant principal at Robert Fulton Elementary.

Dr. Horner’s background bridges building-level instructional leadership, academic research, and executive management. Guided by her philosophy of "supportive accountability," she balances high operational and academic standards with the collaborative culture, transparent communication, and genuine support required for every student and staff member to excel.

Bill Dinkelmann joined Kenowa Hills Public Schools in August 2019 as an Instructional Coach and Competency-Based Education Specialist. Since then, he has served as the Director of Competency-Based Education and Secondary Curriculum, Assistant Superintendent, and a key member of the District’s Strategic Planning Task Force.

Prior to his career in public education, Director Dinkelmann served 13 years in uniform as a commissioned Coast Guard Officer, graduating with a Bachelor of Science in Marine Science from the United States Coast Guard Academy. His military service included assignments at the Coast Guard Academy in New London, Connecticut; onboard the Coast Guard Cutter Sedge in Homer, Alaska; at Coast Guard Headquarters in Washington, D.C.; and at Groups Detroit and Grand Haven in Michigan.

Following his military service, Mr. Dinkelmann built more than two decades of experience across West Michigan public education. His background includes serving as a high school science teacher and District Technology Director for West Ottawa Public Schools, a Science Consultant and Educational Systems Analyst for the Ottawa Area Intermediate School District, and National Program Manager at the Van Andel Education Institute.

Director Dinkelmann holds a Master of Education with a specialization in Secondary Science Education from Grand Valley State University and is currently pursuing a Doctor of Philosophy in Educational Leadership from Western Michigan University.

Elizabeth Greemann
Director of Elementary Curriculum and K-12 Assessment

Elizabeth Greemann joined Kenowa Hills Public Schools in 2003 as a second-grade teacher. Since then, she has served as a sixth-grade teacher, reading and mathematics interventionist, and instructional coach. In 2026, she was named Kenowa Hills Elementary Curriculum Director and K-12 Assessment Coordinator, where she leads curriculum, instruction, and assessment initiatives to support teaching and learning across the district's elementary schools.

Director Greemann believes that effective leadership begins with putting kids first. She is passionate about building strong relationships, fostering collaboration, and communicating a clear vision that empowers educators to continuously improve instructional practices.

Throughout her career, Director Greemann has focused on supporting teachers, strengthening curriculum, and using assessment to improve learning for all students. She believes that when educators are equipped, connected, and supported, students thrive.

Director Greemann holds a Bachelor of Science in Elementary Education from Western Michigan University and a Master of Education in Reading from Grand Valley State University. She recently completed the Michigan Path to Leadership program and is committed to lifelong learning and continuous improvement as an educational leader. 

Luke Scholten
Director of Student Services

Luke Scholten joined Kenowa Hills Public Schools in August 2019 as the Director of Early Childhood and Special Education. His duties and title shifted to Director of Student Services in August 2025. He currently oversees compliance and district practices with student access to school. This includes areas like Special Education, Section 504, and mental health.  

Luke's experience working in public education dates back to 2001. He has been a research assistant/reading assessment administrator, paraprofessional, behavior specialist, and school psychologist prior to his administrative role at KHPS. He has also served as an adjunct professor with Grand Valley State University.

Director Scholten holds a Master of Education and an Educational Specialist degree from Lehigh University. He holds certifications as both a School Administrator and School Psychologist.
